seting up multiple rates for one call

Hi,
I am setting this up for a client in China and below is my question:
The fee of first 3 minutes is 0.18 and then 0.11 for each minute there after.
How can I set this up in the call rates?

Rates can be applied in a number of ways and are dependent on your particular configuration. If you email our support team, we will provide you with specific examples (
support@callaccounting.ws
).
Please include system information such as access code, dialing patterns and time of day (if discounts need to be applied).
