Importing User List fails

I have a text file in the format specified in the manual, but only 20 or so out of several thousand lines get imported,
I receive the following error: "There was syntax and/or data integriy check errors while importing. Some rows are not imported."
What troubleshooting steps should I take? Would a sample of the data file be helpful?

Check for apostrophes.  After eliminating every other possible problem, apostrophes were the final block to importing at our site; you'll need to remove them.
